I thought Rucker was primarly helicopter training.

Had an idea, which probably isn't true, but I'll throw it out.

The sniper's complaint regarding being hung-up upon, and the apparant recourse of another 5 deaths due to the lack of communication.

Some of us were considering conjecture of an AQ connection and multiple snipers.

I was wondering if it would be consistent if there were multiple sniper teams, partitoned, given prior guidance but not interconnected. They simply followed a round robin protocol on which team struck in order.

The sniper's muffled phonecall, might have been pre-recorded, a contrived conversation to throw off any investigation.

If any one team was suspected, another would hit and apparantly provide an alibi.

Some of the hits if I recall were stretching the travel distance/times. Also, at this pace, if an individual, then the sniper would simply be full time sniping. Not much time to get so prepared,...pssible, but questionable.

The thing that might throw people off is perhaps one of several teams thought they had an opportunity to distract or fulfill their mission by an out of the ordinary communication.

The perceived threat of another 5 or 20 hits as the alternative, might be 1 or four cycles in the round robin until that particular sniper has opportunity to control the cycle again.

Probably too complex, but just a thought, which didn't seem overtly invalid.

Of course this is nothing more than armchair quarterbacking from media information,...i.e. not too reliable.
