For what it’s worth:

A bullet through the skull of each terrorist is the only peaceful ending here. Anything else is a tragedy. Besides, what can you leverage against a man excited about killing himself? I’m so cynical I believe that even the destruction of Mecca wouldn’t make a difference—these are people fully possessed by evil.

That's a very possible compromise position and may well be how this evolves. Reality is, though, that Al Qaeda has their tentacles all through Chechnya.
