I am thinking that this search for the snipers has been a series of errors and egos for the various departments.

The let the kid go in WA instead of deporting him.
They could not identify the fingerprints in AL.
The went to the wrong phonebooth.

They told the press NOT to release the description of the blue Caprice even though they had the description after the first shooting, after the Home Depot shooting and actually pulled them over but let them go!

I think that the "blue Caprice" info was held closely to the vest of "certain" officers so they could be the hero when they caught him!
