Secure and anonymous communication via the internet is a simple matter. There are several ways to receive messages without revealing yourself (Hint: it doesn't necessarily involve the use of a website). Conversely, there are ways to send a message to an email address while obscuring the point of origination.

If Moose is talking about exchange of email messages, I suspect they are trying to discourage this method because it would indeed be untraceable.

However, an 800 number is the least anonymous: the calling number is automatically delivered with the call, and there's no need to do a trace.

I don't think they are talking about exchanging emails.

I think they are talking about transferring money.

That's all well and good, but the issue is not electronic communication as has been erroneously stated in the tile of this thread......the issue and operative word is compliance.
