Moose: Can't Communicate Electronically with you

Mr. Moose just held another news conference. Said the Police Department couldn't communicate electronically with the sniper in the manner he requested. What a mess.

The police said call back to get an 800 number or a PO Box.

Exactly. Even though he is far from in charge, Moose needs to be the guy that is talking to the sniper. If Ashcroft or Bush come out and confront this guy in the media, that will just be playing into this sickos hands and encourage copycats.

Not with email, but you could do something like post in an IRC chatroom a coded message. It would be pretty hard to trace off of there as you can get onto a foreign computer from here in the US pretty easily.

I don't know much about IRC chatrooms, but almost every form of messaging has the originating IP address logged somewhere. However, there are ways around this that are render it untraceable.

Plus if it is in Super Secret Sniper Code the others in the room wouldn't know what's going on. Hell you could just ROT13 the messages and people wouldn't look twice at it.

ROT-13 is pretty recognizable if you see enough of it. The high frequency of certain letters and words in English stick out after ROT-13. (think "...e...", "a", "and", "the").

One of my favorite .sig's is "For security, this message was encrypted with two rounds of ROT-13."

Pentagon to Release Prisoners From Guantanamo, Rumsfeld Says

The U.S. government is preparing to free a small number of prisoners from its high-security jail in Cuba, in what would be the first release of combatants who are no longer considered a terrorist threat, Secretary of Defense Donald H. Rumsfeld said Tuesday.

"There are some people likely to come out of the other end of the chute," Rumsfeld told a Pentagon press conference.

Other officials said on condition of anonymity that it could be within days.

Rumsfeld said officials were vetting the prisoners to make sure they were not candidates for prosecution, no longer of any intelligence value, and not a threat to the United States and its allies.

The first batch to be let go includes "a relatively small number" of men, he said, adding that he didn't know their nationalities.

Pakistani officials have said a visit to the prison turned up a number of Pakistanis who do not represent a threat to the United States.

The government, a major U.S. ally in the counter-terror war, has asked the men to allowed to return to Pakistan. It's unclear how many other countries have sought release of their nationals.

Did Swiss bank accounts get stopped not too long ago?

Something tells me we're about |__| this far from really collaring these guys... if we weren't we'd FIND a way to get the money (or whatever electronic transaction they want) in order to prevent anymore killings.

Correct in all respects except one detail. The technique is to keep the perp communicating in hopes of eventually flushing him out of hiding, either through a mistake, or through tracing or some other detection method.

Neither you nor I have any real way of knowing, based on the sniper case, what kind of police officer Moose is.

He was fired from liberal Portland for poor conduct. I think that is evidence of his record.

I'm beginning to think that the problem here isn't "the Moose guy's" competence, but rather the sniper's. Oh sure, he snipes all too competently, but this is apparently his second consecutive screw-up in attempting to arrange a mode of communication. Chief Moose is not the only one listening to and reading the sniper's instructions; if he's saying he can't make sense of them, it means none of the feddies can either, which means the sniper is failing in his attempts to communicate. What happens when he gets mad and frustrated about this problem? Will he compensate by doing more of what he's competent at?

Why are so many ripping Chief Moose apart? Who would ask to be thrust into this role? By the way, my maiden name was one as easily poked fun at as his, so I am not impressed with the less than kind jokes (not that some of the more good-natured ones AREN'T funny!)
Have we heard any terrible personal press about this man? He is the unwilling mouthpiece of Lord knows what combination of "intelligence" and wild goings-on behind the scenes. I think there is a lot of misguided hostility aimed at him. He is doing his job. We know nothing of the real details, like it or not. (not, but it may be so for good reasons.)

he might be running the local stuff, but this has probably been out of his hands since the letters started or sooner

I understand that but he is presenting himself to the public as if he is incharge even though more shootings were outside of Montgomery County than inside.

What I would like to see is Tom Ridge or someone else up in the federal government take complete control. Right now Moose should focus on the shootings that occured in Montgomery County the shootings beyond that are outside of his jurisdiction. If you think I'm wrong so be it.

for the record, once you ask for ANYTHING, you're ours...There is no way to receive anything from us without us getting you. period....

even an electronic transfer can be controlled....and remember like it's the cover up not the crime, it's the receiving not the asking.....

You know how easy it is to make it look like you have 10 million deposited when you're the US Government?

I am tryig to remember that county he is in back East and I am drawing a blank. I had the impresion it was a county in Virginia, but indeed it could be Maryland.

I am originally from the east coast; but that was New England. A whole different place then where this is all happening.

I mainly know I did a double take when I saw Moose doing the media contact on this case.

I saw the latest Moose/Sniper TV exchange.

-Very- obvious IMHO Moose is reading off a card, made up for him by someone else.

Wife (not following the story) walks past the TV and says "Oh, they're talking about a money wire transfer. The cops won't do it because they think the sniper is stupid enough to pick up a bag of money."

That's one reason I married her!
