If it was dropped with the guy in Virgina was shot, why are they waiting until now to tell parents and grandparents in that area?

I'm pretty sure the school officials knew. They closed schools for two days and most of the "real" world told them they were overreacting.

The Richmond school officials closed the schools and the ones in Fairfax county and Montgomery County didn't.

Of course those who stayed open were looking the $/student/day present they get from the feds and state.
