I agree that he is probably a foreign terrorist, but I do not think that phrase is definitive.

Right.... I was looking for someone to say that.

Even I don't have kids, so I would say - "I hope all your children are safe".

I don't think this is a terrorist in the classic sense though. It may be driven by politics or insanity, but it doesn't take funding or direction from afar to do this.
