What would you shoot? Who? How would you know? If fifty percent of the people in the metro area were shot, the odds are fifty/fifty that the sniper would be one of them. His odds are far preferable.

If "everyone" had a weapon, the sniper's sniping, would cease. Not because someone shot him, rather because someone would/could shoot him!
