Well, good for starters. But, how many burlgaries occured versus arrests made and convictions made? That was the pre-text.

Those numbers say nothing about reporting and solution rates. They DO say that if you ain't a frquent flyer, the cops can't find you.

This: http://www.detnews.com/2002/metro/0201/04/d01-382169.htm says Detroit's murder solution rate is up to a whopping 64% (in contrast with D.C., where it is 49% - a better than even chance of getting away with murder).

Good, succinct statistics are hard to come by. But reporting rates for property crime are VERY low.
