I've had an idea for a while about how to send a clear message without actually nuking them:

At the height of the Mecca pilgrimage, think it's called the haj or something, send a 4-ship formation of B-1 bombers at mach 1.1 across the top of the minarets low enough to create a hell of a dust storm in their wake. Follow that with a diplomatic message to Riyadh about what will fall from those planes if they have to make a second pass. That just might open a few of these jihadists' eyes.
