The authorities have enough people to sent to Cuba, to have eighty cops at every shooting, to have the money for a spy plane, enough cops to shut down major highway, enough technicians to do ballistics tests.

And they don't enough donut munching cops to watch a cemetary where the killer has appeared for at least the third time.
