I have to think we're getting close to the endgame, if not already in it. The shooter can't seem to stop for any length of time. He's doing something that's inherently risky, and seems to be taking more risks, ie, the Richmond shooting in an areas he's presumably not as familiar with, and now going into DC proper where a quick getaway is, I assume, more difficult. Eventually one of those unforeseen occurrences you speak of WILL happen.
Of course I've been saying this for the better part of a week and it hasn't happened yet. Hopefully soon.

Personally I hope he has a change of heart and decides not to blow anymore more hapless citizens away. It's sick sitting around waiting for him to shoot someone, maybe another kid, in the hope that he "slips up."
