Broken English would be very easy to generate using Babelfish or Google language translators. Just use English to German/French/Russian/whatever and then back to English. That would be effective and would mask the idiosyncrasies and style of the author.

I heard he used a voice disguiser so that is why it sounded like broken english. His english wasn't really broken.

Also, the rumored electronic modulation could come from having the computer "read" the message. You can have a Macintosh read back text messages using MacTalk I think it's called.
