I've got a friend of Japanese descent (born in Hawaii). He speaks perfect English. When he wants to pretend he's foreign-born, he speaks like his grandfather. Given how twisted this killer is, it wouldn't be hard for him to fake broken English to throw the cops off. Or he could be foreign born. No one is going to know until the cops find him.

That is true, too. You cannot rule it out.
In fact, I am able to impersonate several different dialects in choppy English, and I can also pickup generally where an Asian is from by the character of their English prononciation; I know others who are very skilled at that.
In fact, that adds to my theory of the anthrax murderer a year ago....and the theory I believe is subscribed to by the FBI, and that is a domestic American actually faked the letters to make it look like an Arab had written them. When I read his English (the antrax guy) that was my immediate impression. A poor effort to 'foreignize' his English.

Indeed, he could easily fake broken english to throw everyone "off guard" or he could be the guy from france. We can't even judge whether it's real broken english or not. There is little we can speculate about...other than what we know for sure. Very frustrating!
