who is that official answering questions with moose

I believe he is the "County Executive"--the CEO of the county.

Thank you. So the CEO can answer questions about the threats against children and the chief can't. I'm appalled.

That is Doug Duncan, Democrat county executive of Montgomery County. Kind of a publicity hog but a pretty good guy. Many Montgomery County residents wish he had run for governor against KKT.
