Two reasons: First, this is a no-brainer. No war until the weapons inspectors come back and say "He's still got WMDs." That will take three months.

Second: If we faxed the plans to Saddam, he still could do nothing about it. He's toast. The war plans, especially after another four months of gaming, planning, and extra double just-in-case build-up, will be so airtight that, if any war can be said to proceed according to plan, this one will. The mullahs in Iran will be changing their underwear within hours of the start of the war next door. This will be one of the swiftest and most crushing defeats in history - because we can, and because it has to be.
