It doesn't add up to me, either. If this is an al-Qaida operation, I can't imagine why it's not happening in 20 cities at the same time.
As an extortion attempt, there are a lot easier targets to extort than the government.
My best guess, and it's no better than anyone else's, is that the sniper is having fun with the police. He's screwing with all of us.

I am afraid, whether this one is the terrorists or not (and I still believe it could be and they are honing their tactics) ... it is showing them what they could do in 20 or 50 or 100 cities.
I pray to God we can avoid it. We need everyone armed and in a postion to have local Sheriff's or LE calling up sentry duyt, roving patrols, etc. That's what it should/will come to if it goes bad like that.

This has the ring of the Unabomber. He demanded that his manifesto be published, and if it was, he'd stop bombing. When his brother finally turned him in he had at least one bomb almost completed and a couple more in production.
