What if this is all a giant setup/trap. The possibilities are endless but this real life game of clue is mind boggling. Example-- Possibly they are trying to lure a large number of LE's into an ambush for a carbomb.

As to the other, he's in over his head. He looks scared, unsure of himself and disorganized. Sorry, but that's the truth. Part of law enforcement is convincing the public you know what you're doing. He doesn't look like it, he doesn't sound like it, and he doesn't act like it. Also, as to the veiled "you're only flaming him because he's black" comments, check out the threads on Dusek during the Westerfield trial, and he ended up winning.

I think this is because the sniper's communications have been addressed to Moose, either directly or indirectly. On the weekend before the school shooting (and at that time all the shootings were in his jurisdiction) Moose made a big to do about schools being safe. The school shooting and Tarot card were the shooter's response to him.

So now, regardless of where they occur, Moose is the one who talks to the shooter. Think of the chaos, if the shooter were addressing a different chief, each time.

LEOs in the US generally don't negotiate with bad guys unless something major is on the table.

If it's the sniper, then he's threatening to kill school children.
