When the Church was established the Scriptures of the New Testament were not written yet! The Church was first the books were written later.
The Church is not based on the Bible, the Bible is based on the Church. Same with the Old Testament - Jews were first and then the books were written. Moses was before books of Moses and Prophets were before the books of Prophets, David was before the Psalms and Kings were before the books of Kings.

The Church is not based on the Bible, the Bible is based on the Church. You are correct. Luke chapter one is the easiest passage to turn to to demonstrate that. Also, take Paul's epistles, they were letters not to churches yet to be established, but to churches already established.
