It was reported earlier this morning that the van had an NRA sticker on it. It also had a thirty day temporary tag, so it seems highly unlikely that the sticker belonged to the new owner, who still did not have an inspection sticker or County Decal. The absence of either or both both of these are reason to be stopped by police. A Mexican national, however, may not be aware of that.
The employee of a car dealership mentioned those facts, as well as the fact that the car had been purchased at "Three Amigos" car dealership.

OTOH, the guy could simply have stolen/faked a temp tag as a disguise. That's certainly the simplest explanation.
The combination of Bush/NRA and Mexican Flag stickers is an odd one, BTW -- not really the sort of thing you'd expect to see on a recently-bought van. It would be odd if one or the other wasn't scraped off by the previous owner, or even by this owner.

I think it was a Marine Corps sticker, not an NRA sticker. They look similar.

the new owner, who still did not have an inspection sticker or County DecalThis just occurred to me. If the vehicle doesn't have the stickers, then the previous owner wasn't in Virginia. When a used car is sold, the stickers are left on it.
Ashland is far enough from any other state that there would be no reason to go to, say, Maryland to buy a car. These guys aren't local.
