I think this is all a big mistake... FOX saying initial reports that man was arrested behind the wheel. Now police have NOT confirmed that an arrest has been made. Could this get ANY crazier?

Okay...more speculation. I do think this van thing is somebody. I think it's possibly the accomplice who somehow arranged to turn himself in. Now I think they're trying to get the other guy to turn himself in.
