I speculated last night that he's using a scope that's zeroed for ~100 yards, but he's not compensating for closer shots. However, thinking about that further, if he's aiming at the head close up, the bullet should go over the target's head, since there's not enough bullet-drop for the bullet and the point of aim to intersect at 30-40yds.

TOL, the .223 shoots a very flat trajectory. Sight it in at 100 yards and it will be within an inch of center out to about 150 yards.
