No, I mean that police should approach such situations as though the civilians were innocent UNTIL some indication that such is not the case. The idea of "going in with guns drawn" on a traffic stop is bullbleep, unless there is definite probable cause, and that such procedures are now the norm, are a direct indication of the continuing militarization of police procedures.

Surely you jest. Try putting yourself in the officer's spot. Do you think this sniper would have any reservations about taking out a police officer? I don't. Taking that into consideration, just how should officers approach a van which may contain a cold-blooded killer armed with a high powered rifle? These procedures are only the norm when officers are looking for dangerous criminals. It's called officer safety. Why don't you go out there and try doing their job? Maybe a bouquet of posies and a nice smile will work just fine for you, but in the real world the current approach is the only way.
