If that's true, it also depend on a government with commonsense. How likely is it that shooter is driving a white van? I'd say close to zero. How likely is it that a roadblock will catch the shooter? I'd say 1 in a 100. Is it worth an accidental death for those odds? I don't think so.
Gee, I must have missed the part about someone getting accidently shot. The only shooting I heard about was the one where someone was coming out of a restaurant with his wife, and then one where a wife got shot putting packages into her trunk, and the one where the kid was shot just going to school, and the one where the guys was shot putting gas into his car, and the one.........well, you get the message.
