It is highly unlikely that the sniper(s) could get more than 50 miles in 50 minutes.
This is in all likelihood a foreign army unit (albeit out of uniform and therefore hangable as spies) operating for the sole purpose of killing Americans. Therefore it should be treated as such.
We should have troops prepositioned and ready to move on a moments notice. As soon as the word goes out that an incident has occurred, a fifty mile perimeter should be drawn around the site.
Then, for as long as it takes, nothing or no one should be allowed to leave that perimeter without being thoroughly examined and questioned.
But that's marshall law, you say!! Yes it is---but this is an act of war, and the place it happens is a war zone.
I don't believe that the law enforcement mindset is sufficient to acts of war, or that anything short of what I recommend is enough to solve the problem.
Pussyfooting around with this just strengthens the Islamists AND those who are using this as an excuse to further erode our liberty as Americans.
We have to treat these enemies with brutal force---swiftly and harshly coming down on them so fast they don't know what hit them. To allow this to go on just assures more of the same down the road.

and I, for one, totally agree.
Be fair to the LEOs, however-it isn't a problem of "mindset", it's a problem of resources, tactics, and strategy. Police Departments are not designed (nor should they be) to fight wars.
When PDs try to fight wars, they often screw up. All the SWAT gear in the world does not make warriors or supply the necessary tactical and strategic operational planning, all of which are required for war.
