I agree the natural tendency is to freeze up. Having a plan can make a difference if you are confronted with a real emergency scenario. I think imagining and planning what you would do if... is a good thing.

I can't possibly list out every scenario of coming across a white van that might be related to a sniper event.

Seeing the shooting is one thing, seeing a van leaving is another, with maryland plates another, with ME guys inside another; I'll know how far to go if and when the time comes. However if I am certain the Van is trying to beat it out of there, I won't let it get away if I can stop it. If I'm not certain, I'll just follow.
