Not true. I've heard Muslims say those exact same words.

If a seemingly devout Muslim would say those words (the implication of the phrase when I have heard it spoken was that he was implying that he was an agent of allah), I don't see why an Islamist al Qaeda agent would have a problem saying the same thing.
