Are you saying Checkpoint Charlie and the suspension of basic rights for entire populations of people should occur whenever someone, sadly, is shot? In light of the fact that we have 1,000+ militant islamotrash running around America with sniper training and no one lifting a finger to 'profile' the actual enemy that has declared war on and attacked us severely?

Taking extraordinary measures to search for, track, and apprehend foreign killers loose in America, killing Americans, does not require the 'suspension of basic rights for entire populations'.
Your excessive hyperbole provides cover for the namby-pambys who prevent us from dealing with this thing forcefully and swiftly.
