It appears to me the shooter, if in fact it's the beltway sniper, may have decided that there was to much heat in the greater Washington area. With military surveillance planes aloft, etc., it was time to move out of the immediate area of Washington, DC.

That was my thought this past Thursday when I posted the following here:

I am wondering if the DC sniper might not go on a road trip to another city given the heat around DC. It would take him a few days to recon a new site. I am thinking he would drive so it probably would be within 2 to 3 hours from his home. That would mean Richmond, Wilmington and Philly are possibilities. I think Baltimore is too close.

I have to start calling in my hunches.

With all due respect, I think almost everyone thought that the sniper may eventually move on to somewhere where they aren't looking for him as much. Just makes sense.
