For starters, how about having the state and federal prosecutors announce that they will no longer prosecute cases involving CCW or other gun laws (unless other serious criminal acts are involved)? This act alone would reduce what some would call "black helicopter paranoia". It would also mean more armed citizens who could stop the murderers.
