Lots of poor policework going on, it would seem. But I am not sure that dragnets after possibly 12 shootings in a short period, is an example of it.

By this logic, the police would have to have "super-human" powers to find the perps without disturbing the innocent. They would have to be either Superman or those "seers" in Minority Report.
