In some ways, the Homeland Security bill must have some reorganizing of the FBI in it. The FBI analyst who was killed was a native of the town 20 miles south of me. The local paper interviewed her father, who said that the reason they had moved was because her job was being transferred to Homeland Security and her new job location would be closer to the new home.

That is the first I had heard of this, but I see no reason for her father to make up a lie about something like that.

Linda Franklin was in National Infrastructure Protection Center which is a fairly new branch of the FBI dealing with 'cyber terrorism'. You are right that this is moving to Homeland Security.
