Things will be going in unorthodox manners for the next decade in law enforcement...
star chambers and black ops have ALWAYS had their place in national security... and since clinton gutted same during his tenure... we can assume that a few "extreme prejudice ops" here will occur, where the terrorists are living as resident or, thanks to clintong, us citizens of islamic descent.
Would a black ops guy plant evidence to cover tracks of his team members AFTER the job is done?
JUST consider this...
Would they charge the one guy with multiple felonies for giving a false description of the hitter, if they don't already have a proven description nailed down in a cell somewhere, hard and fast?

that is to say... they KNOW the guy gave false testimony, most plausibly because they already have the perps nailed... and can prove it...
they have not anounced the arrest and the names because it is an ongoing investigation of an al qaida cell and all it's connections...
give it about two to three weeks... for them to finish interrogating the perps and infiltrating the rest of their upline connections. If I am right, we will see it unfold somewhat then.
believe what you want. makes no difference to me.

He was charged with a misdemenor, not a felony or multiple felonies.
