I understand the need for the call to be recorded, but I don't know if this is the proper use of 911. That number is to be used for emergency calls only. Tying up that line to verify an ID doesn't seem to be an emergency.Reporting someone who is (possibly) impersonating a police officer or faderal agent surely is an emergency.

I beg to differ. Law enforcement agencies have non-emergency numbers, and that's the number to call. The reason stated for calling 911 is to have the call taped, not because it's an emergency. If one wants the call taped, one can tape. In Maryland, one has to have the consent of the other person to tape the call and that can be achieved by informing the law enforcement agency that one wants to tape the call. If they don't consent to taping the call, then a call to 911 may be appropriate, but not before.

No it isn't. An emergency involves a direct, immediate threat to life or property.
Call the local PD's non-emergency line.
