1) I don't know why anyone interviewed Gary Bald about her work performance. Haven't seen the interview.

2) NIPC in the entirety is supposed to be placed under Homeland Security.

3) She could have been working anything relating to cybercrime, as NIPC is a part of the FBI. That could include Nigerian bank frauds, cyber-extortion, hacking attempts into banks, or offshore gambling frauds. Literally, it could have been anything.

Sniper's victim was moving to new home :

"She was outstanding employee. She worked very hard throughout her career. We were very proud of her. We wished she were here now," said Gary Bald, special agent in charge of the FBI in Maryland and Delaware.

It isn't like that the majority of people living in the DC area aren't FEDERAL AGENTS of some sort...you will eventually kill a federal agent if you keep shooting people in the DC area...she was NOT targeted for her profession...she was targeted because she was out shopping that night and happened to be in his sight.
