This sort of thing is very common, but the vast majority of it is voluntary. I knew a guy in college who told me that he and his first/second grade pals did this all the time, to each other. They were all having a blast, in their little secret club. But the forcible stuff is a whole different story. And a teacher ignoring a child's complaint about it ought to land her a serious prison term -- if a kid is complaining to a teacher, it's not voluntary.

Sorry, I ain't buying that. A first grader goes to school with anticipation of learning and playing with other children his own age. He isn't looking for sex in the boys room with some older boys.
