Any more word on the claim that one of them was outside the vehicle during the attack?

They said the van go stuck in traffic so the guy turned around and went in the other direction. That's how they got a partial plate. Wondering if these guys are a gang or gang members. Just a thought.

Only that there are conflicting reports - someone saw shooter outside the vehicle but another witness says shooter was inside vehicle.
