Don't forget the light from the suspects own headlights would be reflected back at them from the construction workers vehicle and other surfaces in the garage.

The construction workers back-up lights and headlights were also on. That probably was enough to clean up the sodium lights, if the garage wasn't using metal halide. Almost no-one uses high pressure mercury vapor anymore, because of other operational considerations.
