The first one would result no matter who was doing it, even if it was a string of serial killings. The terror effect on the populace would be noticed and used to their purposes. Only a complete news blackout could prevent that. It hasn't happened all over yet because they only have so many chips to put in the game and they have to space them out for effect.
The second one can be prevented by strong leadership from W. I honestly believe that if he simply explained it in an address to the people and stressed what he needed us to do and how to act, that nearly all would. Before you laugh, remember, most of those who would react that way are ultra conservatives who strongly support the president. His words would be enough. It would be their duty as citizens.

He said the driver appeared very agitated to find his way blocked and instead drove by a neighboring Chinese restaurant and out of sight.
