In order to stop this terrorism, it would be useful
to have a 30-30 handy as you go about doing your
everyday business so that if you should encounter
these terrorists, you could do something about it!
Is it illegal to carry a rifle in these counties?

You can have one in Maryland, you just can't use it to hunt with. Here in Wisconsin they have pretty ridiculous rules but they stem from some real idiots actions in the past. I'd say the landscape is pretty similar too. Mostly flat rural farmland with some rolling hills north and west. Here on my farm I am not permitted to use rifles. An unplanned shot could easily travel a mile or more without a single tree or land mass to stop it. I'll never forget the first time I was standing out in the field and I heard a shrill humm and then a distant "pop". I listened some more and after the third humm/whistle then five seconds later another pop, I figured it out! (I was never in the military and I'm pretty dumb too) I have lost a few sheep over the years to those "spotting " a$$holes too. They shine a spotlight and when they see eyes, they shoot it with a small caliber rifle. We keep the dogs and horses in at night during the three months of deer season around here.
