The witness is a construction worker in the area. He almost certainly works daily with hispanic workers who tend to dominate the lower paid building trades. Not a difficult ID if you work along side one group, and buy your gas from the other group.

I think there's a good chance this guy is Middle Eastern, but I've known native Egyptians who were fair-skinned and native Scandinavians who were olive-skinned.
