This is something that burns me up. I spend more than a little time myself picking up litter. IMHO, these people should draw jail time and heft fines at the minimum.

Jail time probably won't happen, but fines can. If you can identify who dumped the trash, from some name on an item, it's worth bothering.
I found a freshly-dumped load of trash one time, about 1/4 mile from the local landfill...beside the road to the landfil. (it must have been closed when the culprit made the dump). Well, after taking my own load to the landfill, I went back and picked up this person's dumped trash from beside the road. In it were several junk mailings...all with the same address in my own community. It was clear who the trash belonged to, so I loaded it into my pickup, drove the the address on the mail and dumped the trash in the guy's driveway.
He came out and started yelling at me. "I'm just bringing back some things you seem to have lost beside the road to the dump," I said, then drove off.

Im sorry, but that would take up valuable prison space that could be used for more serious offenders - the people who come to a complete stop in the EZ-Pass lane and people who pay with a check at the supermarket express register.
