Actually there have been several chest shots. I am not certain of the number of head shots vs chest shots. I do know that the two who were wounded and the guy who was shot mowing his lawn were chest shots. Further if the scum doing the shooting misses then one has a better chance at survival.

As you point out, vests aren't much protection against a head shot. The idea of stopping all cars in an area is a good one, except how would the cops get there to start their search.

What blows me away is how a white Astro with a ladder-rack can avoid being spotted with 2,000,000 people on the watch for it.
