Proactive measures, used by the FBI (etc.) to get their subject to take more risks, leave a more obvious signature at the next crime scene, or just get stressed out and mess something up. I can't think of any real-life instances off the top of my head, but if you've ever read
Red Dragon or seen any of the movie versions, you've seen some excellent proactive measures.
Of course, in Red Dragon, the guy went after the reporter....

Actually, I agree. I've done a considerable amount of shooting in my time, both at targets and live game. Among my many firearms is a 1937 Mossberg & Sons .22 long rifle with a long heavy barrel and the original 6x scope. I can hit a squirrel from 200 yds with that rifle and have done so many times. Hitting a target the size of a human would be no great feat, especially with the flat shooting .223. This guy has no great skill. Hes just willing and stupid enough to kill innocent human beings.

There's no evidence that his shooting skills are anything more than those of an average shooter, but his escape and evasion skills have been superb. I'd like to see them bring in some experienced military snipers (not police, they don't have to worry about E & E) to analyze how this guy's gtting away.
I'd say he's ex-military, but probably not a sniper. I'd like to know where he learned to shoot an scoot like that.

I blame the media for quite a few things associated with the sniper. I blame them solely for the attack of the 13 year old at scheool. The day of, and every day there after, the media was telling everyone how safe the schools were. The media was giving detailed information on the schedule of each school district in the area. After the second day of that, I told everyone I could get a hold of that the media is going to get a kid killed by the sniper. THank God the kid lived, but it was the taunting by the media that make all school children a target of the sniper.
