The clues we know are:
1) The only communication (made public) refers to "God" in the role of an avenger.
2) All but 3 of the shootings occured at gas stations. These are owned by oil companies who are the dominant US presence in the Middle East and at the core of the US economy. This is no coincidence. (consider the overwhelming number of alternate public venues). This is an indirect attack on the oil industry.
3) The wording of the Tarot card message may indicate English was not his original language (speculation)
4) A Tarot expert is cited by the Post as saying that the card left at the scene of one of the shootings does not necessarily mean death, "it means transformation, a clearing away of the old to make way for the new". (this was from a BBC report)
5) There have been multiple reports of 2 people involved. This would indicate organization, team work and deep common convictions.
God, oil, "transformation from old order to new", organization, planning and teamwork between 2 people who believe in something with sufficient conviction to kill and be killed.

All but 3 of the shootings occured at gas stationsIncorrect. There have been two at Michael's craft stores, a kid at school, the woman at HD last night and a man mowing his lawn. There may be more that wweren't at gas stations, but these are the ones I recall.

I wish to disagree somewhat on the reason for why gas stations are chosen. While what you say may well be true, I believe there is a more direct reason for gas stations being chosen as the target environment.
As we go about our lives, travelling from one place to another, where is one of the only places where we are outdoors (exposed) and stationary? For this nutjob, gas stations are one of few places where he will have multiple targets, all largely exposed for a length of time and all relatively stationary. I think it is as simple as that.

Your points make sense.I noticed the possible "non-English as a first language" sound of the message.There may be three involved.The two in a recognizable van which would be "clean" if stopped and a shooter with a third,unknown vehicle.However,if the police get the suspect van,they would probably be able to connect it to the possible third vehicle/party.Just speculaing here,but that's all we can do right now.

I believe the two of the attacks were at Sunoco stations, and Sunoco doesn't get any of their oil from the mid-east. I believe they get all their oil off of the UK.
