There was apparently no ballistic match between the rifle of the guy in Baltimore and the bullets in the sniping victims. But he still could have been acting as a decoy: white van, radio scanners, work route through the D.C. suburbs, Gihad in America, tarot card, sniper manual, right ammo.

Decoy or some kind of support capacity.

...or he may be expert enough to try for the reward. If he sees the shooter, you don't think he'd want to "bag" him, thus the weapons? The girlfriend throws a clinker into this theory, though.
