Prayer times could have bearing if the killer is hiding in area mosques after each shooting. I don't know how mosques work -- are they open 24 hours to all comers? Or are they only open around prayer times? The mosque officials wouldn't even have to be part of the plot -- the killer could just blend in with other worshippers....

I doubt that any non-Muslim knows how mosques work. In general, I know they're not open to the "infidel" unless escorted by a Muslim, and they exhibit more than a fair amount of paranoia (pre and post-9/11) -- with good reason.
