People see the guy actually firing and getting into his van. But no one chases him, runs closer to get the plate number (if real), no one yells "Stop that guy!" or any thing vaguely resembling a warning.
No this guy just calmly gets back in his van, bold as the night, and drives off into what can only be construed as a traffic nightmare of cars and lights. ...
People see the guy, but we never hear, was he young, old, was he bald or did he have hair, was it short or long, did he have a beard or facial hair, was he tall or short, heavy or skinny, ... If everything you posted above is accurate I'm further out of the information loop than I thought!

But that was it, the witness reports were being very tightly held and extremely sketchy.
