I just went to the New York Daily News and saw that this picture is not just being distributed but is the full page/front page of this "tabloid" looking newspaper.

Had you not noticed that images of the victims (particularly the jumpers of September 11, 2001) are to be plastered Everywhere, All the Time ... even suitable for use as cartoon illustrations of flame posts?
