it's been a fews years, but I don't think there are any parking garages there

From the photo linked in post #47, there is no parking garage, or even a lower level lot.

Its a covered parking area. There may be parking on a 2nd level. I dont know because Ive always found parking on the ground level. There's no walls on the side in any case, so someone could shoot from accross Rt 50.

Tough to tell "upper/lower", and it may be that the back of the store/mall has a lower elevation, and is referred to as the "lower" lot, even though it appears to be all in the open. I am looking at the same aerial view/photo posted earlier.

Lots in shopping centers are often broken out as upper and lower lots. Looks to me like another mega lot. We discussed this days ago. Killer could be sitting in a car out in a remote area of the lot or even a lot across or adjacent.

They could either be referring to the lot that looks like it is between the larger strip mall and Route 66 or between the two strip malls. The parking lot has a decline in it about even with the larger strip mall.

In that photo, approximately in the center, is the N.E. corner of the Home Depot parking garage. The garage roof and the store roof are very close to same height.

I grew up and still live a couple miles from that store.
